Job Summary

The City of Toronto's Social Development, Finance & Administration Division is holding a 60- minute Information Session for the Manager Community Development positions on April 8, 2024, at 6:00pm. Full details are available at the bottom of this posting. All applicants interested in this position are encouraged to attend this session, during which the Associate Director of Violence Prevention and Director of Community Safety & Well-being will provide insights regarding the position. There will also be a Q&A period.

The Social Development, Finance and Administration division (SDFA) drives transformative change to achieve stronger, safer, and more resilient and equitable communities and neighbourhoods in Toronto. SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan was unanimously adopted by City Council to drive 26 actions across 7 strategic goals.

To advance SafeTO's objectives, the Community Safety & Well-being Section is hiring the follow three positions:

Manager Community Development (Community Crisis Response Program)

  • As part of a Community Safety and Well-being Management Team, the Manager Community Development (Community Crisis Response Program) will lead a diverse team of supervisors and community development staff to support communities impacted by violent traumatic incidents to facilitate healing, response, and recovery efforts. The manager will also lead the team to implement prevention strategies, capacity building and fund community-driven safety initiatives.

Manager Community Development (TO Wards Peace)

  • As part of a Community Safety & Well-being Management Team, the Manager Community Development (TO Wards Peace) will lead a team of community development staff in partnership community-based and grassroots non-profit organizations to implement and expand the TO Wards Peace Model. TO Wards Peace is a risk-driven, violence interruption model that was co-designed with residents to build the capacity of grassroots organizations to lead teams of violence disruption workers to intervene in incidences of violence and to prevent them from reoccurring or escalating.

Manager Community Development (SafeTO and Community Risk Intervention)

As part of the Community Safety & Well-Being Section Management Team, the Manager Community Development (SafeTO and Community Risk Intervention) will lead a team of community development staff and multi-sector partners to support the ongoing operations of the FOCUS Toronto and SPIDER situations tables. The Manager will also work with multiple divisions to advance the implementation of SafeTO, the City's Community Safety & Well-being Plan through leadership, providing direct services, strategic investment and stewardship.

Major Responsibilities

  • Develops and implements detailed plans and recommends policies regarding program specific requirements
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Leads, develops and implements the core human service planning and delivery strategies for the Community Crisis Response Program, TO Wards Peace Program, FOCUS Toronto, and SPIDER Programs
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work.
  • Authorizes and controls vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitation
  • Manages directly delivered violence prevention, intervention and response and recovery efforts, Community Safety & Well-being development initiatives, City community agency partnerships, and develops service delivery contracts to community agencies for the provision of community safety & well-being initiatives.
  • Plans for critical community and social services that address root causes of safety and security including initiatives from the Confronting Anti-black Racism Action Plan, steps to address gun violence, investments in the City's Poverty Reduction Strategy and Indigenous-led poverty reduction strategy, Indigenous-led initiatives related to community safety and well-being.
  • Improves service delivery and ensures cost effectiveness by recommending and developing innovative approaches to service planning and delivery, including analysis of research and service use data, best practice review, community and stakeholder consultation, collaboration with relevant organizations and program evaluation.
  • Improves program performance through the application of learnings from multi-sectoral partnerships, integrated service planning processes, resident engagement, and staff training.
  • Addresses the needs of underserved and vulnerable communities by working with other orders of government, school boards, colleges and universities, non-governmental organizations to establish effective partnerships, develop solutions and coordinate resources.
  • Negotiates external funding to support new City and community safety well-being programs and initiatives.
  • Represents the City at meetings with senior levels of government with respect to program areas of mutual interest.
  • Provides ongoing expertise and direction to other violence prevention, intervention and response and recovery efforts, community safety & well-being development strategies, human services planning and delivery initiatives to develop and maintain a culture of cross-divisional cooperation, coordination, and accountability and best practices.
  • Develops and facilitates collaborative relationships with City divisions, agencies, boards, and commissions to coordinate existing City services and resources, encourage development of innovative programs and services, and ensure sufficient resources are available for programs and services related to implementing Community Safety & Well-being goals and objectives.
  • Negotiates, inter-governmental and multi-sector agreements to advance Community Safety and Well-being
  • Provides internal and external liaison and focus for the implementation of Council's and other corporate priorities.
  • Provides the content expertise and relationship management required for the implementation of City Council's priorities to advance Social Development, Social Inclusion and Community Safety and Well-being initiatives and programs.
  • Supports the Community Safety & Well-being Section Management Team to advise City Council, senior management and other clients related to the development of corporate strategy on relevant issues.
  • Manages system reform and innovation processes to address barriers and inequities in service delivery faced by vulnerable populations.
  • Prepares and presents reports and provides strategic advice to elected officials, Standing Committees and Boards on related program, policy and finance matters.
  • Ensures effective issue management through the provision of business cases, briefing notes, media and public information, coordination with other City divisions, and complaint handling.

  • Community Safety & Well-being strategic priorities in Toronto's neighbourhoods.
  • Monitors and analyzes current emerging social, economic, and political trends and issues in Community Safety & Well-being, neighbourhood development, resident engagement, community services sector, vulnerability etc. as a basis to provide strategic management advice to senior management and Councilors, for the development of programs, resources and policies.
  • Provides coordination support to Community Safety & Well-being steering committees, advisory committees and other strategic oversight structures.
  • Develops and administers Request for Proposals (RFP) processes in accordance with corporate purchasing policies and guidelines and monitors contracted activities to ensure adherence to common goals and maximize efficient use of resources.
  • Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.
  • Delivers presentations, and conducts workshops to staff, students, community and professionals locally, nationally and internationally based on community development expertise.
  • Ensures the maintenance of staff/office compliance with all corporate and provincial legislation, such as the Ontario Human Rights Code, Workplace Harassment, Confidentiality, Occupational Health and Safety Act.

Key Qualifications:

  • Extensive experience in developing and managing human services, access and equity and community service policy and programs in high volume, fast-paced environments.
  • Considerable experience in leading and delivering community safety & well-being processes and developing partnerships from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  • Considerable experience in project management within a multi-stakeholder environment with a successful track record in achieving results.
  • Experience in motivating, leading and supervising a team of professional staff in a fast paced, politically sensitive environment managing day to day labour relations matters.
  • Considerable experience developing, recommending and administering annual budgets for departmental units, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • A post secondary degree in human/social sciences or approved equivalent combination of education and/or experience.
  • Excellent interpersonal skills with an ability to liaise effectively with senior staff, Members of Council, other government representatives and members of the public.
  • Highly developed strategic, analytical and conceptual thinking skills with an ability to understand complex operating and policy issues, evaluation frameworks, performance measures, program inter-relationships and the potential consequences of intended policy action.
  • Highly developed human relations skills with an exceptional ability to communicate, negotiate persuasively, resolve conflict, and effectively and forge solid internal and external relationships.
  • Ability to develop and apply critical thinking, statistics and research methodologies and problem solving to public policy analysis.
  • Highly developed communication skills, both verbal and written, at all organizational levels.
  • Demonstrated experience leading the development of policy and programs to advance equity and/or reconciliation.
  • Ability to work within an anti-oppression framework, including experience supporting an ethno-racially, linguistically and economically diverse population.
  • Ability to work under pressure to meet deadlines.
  • Familiarity with government legislation in the area of occupational health and safety, Collective Agreements and related Employee and Labour Legislation.
