DUTIES:

Leadership

  • Provides leadership and guidance to a team of HR Business Partners and with them engages with client groups and provides a people perspective to support the successful execution of the client's business strategy
  • Coordinates and provide leadership to direct and indirect reports and support development activities
  • Serves as an unbiased consultant to the business to mitigate risk to the company by ensuring fair treatment and a balanced approach for those impacted by the implementation of new policy, procedures and/or organizational change, problem resolution and human capital decisions
  • Ensures the members of the HR Business Partner team are equipped with the right skills, tools and talents necessary for executing their duties
  • Maintains a full perspective of the business at all times, placing emphasis on employee relations, policies and people management procedures in application across the business

Strategy and Business Planning

  • Ensures the HR strategy is developed in conjunction with labour and employee relations needs, in accordance with applicable legislation and policies
  • Understands and participate in the development of the client's business strategy, plan and related activities, assess needs and barriers in order to drive business performance through development and delivery of people strategy and solutions
  • Provides counsel to leadership and HR Business Partners on HR programming, practices, policies and regulatory requirements
  • Works with leaders to anticipate future human capital requirements based on business, industry and market conditions
  • Provides advanced HR expertise to HR Business Partners as it pertains to Total Rewards (pay, benefits, pension), Recruitment, Organizational Effectiveness, Learning & Development, Diversity Inclusion, M&A disciplines
  • Anticipates the impact that new or cyclical HR initiatives will have on the client groups and work with leaders to implement them accordingly
  • Demonstrates expert knowledge around HR initiatives and policies and leverage the organizational development, external data, and industry
  • Applies critical thinking and thought leadership to diagnose and solution complex issues with leadership
  • Champions and model the organizational culture demonstrating accountability, transparency, high performance, innovation and speaking responsibly
  • Works with client groups to champion the enterprise culture of continuous improvement by ensuring the appropriate talent structure, engagement model, performance management and recognition systems are in place
  • Partners with other HR Managers as well as with senior HR leadership in the deliberation, establishment and planning of both short and long-term departmental strategies
  • Ensures there is consistent application, implementation and improvement of approved strategies at all levels and departments

Relationship Management

  • Proactively build strong relationships with senior leadership, stakeholders and leads the HR Business Partners in effectively delivering integrated HR solutions
  • Partners with HR's Organizational Development unit to provide business context as new programs and services are designed, development or refreshed
  • Provides thoughtful and effective coaching to senior leadership related to performance management, development planning, organizational design and employee engagement
  • Coaches senior leaders to foster a culture of accountability and high performance
  • Identifies partnership opportunities to foster effective relationships between business and broader HR community
  • Coaches HR Business Partners on HR policies and processes, inclusive of talent planning, development, legislature and performance management in order to promote a culture of continuous growth and development

Risk Management

  • Evaluates, monitors, analyzes, interpret and integrate human resources data, providing guidance and counsel to leadership on business decisions in line with human resources trends and leading/ lagging metrics that have considerable impact to the organization and improves program
  • Understands and monitors business risks and proactively plan mitigating people strategies.

QUALIFICATIONS:

  • Degree in human resources from a recognized university, supplemented by 15 years of directly related HR management experience in a unionized environment with proven career growth path. Educational and experience equivalencies may be considered.
  • HR accreditation such as Chartered Professional in Human Resources (CPHR).
  • Experience in a fast-paced growth environment, providing strategic direction from a human resources standpoint.
  • Demonstrated experience in designing and implementing organisational wide change initiatives.
  • Experience with problem solving in complex projects that have a company-wide impact where there is little or no precedent
  • Ability to develop, implement and manage change effectively and recommend action plans
  • Highly motivated and able to lead and inspire a team
  • Possess a strong ability to develop relationships at all levels both internally and externally
  • Demonstrated ability to build strong partnership and to work collaboratively across multiple functions
  • Advanced knowledge and experience with large ERP systems and advanced Microsoft Office Suite skills
  • Must possess superior administrative, leadership, interpersonal, communication, planning and computer skills
  • Disciplined self-starter; resourceful and able to prioritize (and re-prioritize) in a fast-paced environment to achieve municipal objectives
  • Ability to handle highly confidential and sensitive information
  • Familiar with and experienced in Labour Relations processes such as collective bargaining and grievance/adjudication hearing processes and investigations
  • Knowledge of employment standards in Canada
  • Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical human resource initiatives
  • Highly developed communication skilling, including verbal, written, interpersonal, and presentation skills with the ability to effectively interact with and influence individuals in different disciplines and at different levels and offer a human resource perspective
  • Superior leadership skills; ability to influence, persuade and engage indirect reports and peers
  • Excellent judgment and creative problem-solving skills including negotiation and conflict resolution skills
  • Proven ability working in a complex environment to reduce typical business information silos in order to increase cooperation and communication and work more effectively across business functions
  • Strong mentoring, coaching experience to business clients and peers with diverse levels of expertise
  • Experience with various change management methodologies to support client groups through transformational change initiatives
  • Enjoys leading change and having a positive impact on the culture of an organization and its people

  • Successfully led a human resource team in the day to day delivery of a robust human resource services

  • Background includes human resource strategic planning and operational oversight for an organization, including the core HR functions (recruitment and selection, coaching and performance management, compensation and organizational design) in a professional environment
  • Demonstrated ability in issues management and process improvement, combined with the ability to influence and engage with varying layers of management and employees
  • Effective and transparent communicator who is seen as pragmatic, resourceful, and has a high degree of personal integrity
  • Takes a ?hands on' approach to ensure the highest quality in service delivery, and operational management

$112,032.24
