Brand Management:

  • Provide creative direction on all County publications, such as the proposed and final budgets, seasonal editions of the Community Guide, the Visitor Guide, and more to ensure a strong brand presence. Provide guidance and support for colleagues, in terms of layout and design for websites, templates for print and digital media, and event and presentation support.
  • Manage print advertisements on behalf of all County departments. Liaise with local and national publications to ensure communications and marketing campaigns are executed correctly.
  • Maintain the County's reputation by sharing accurate information about County services, programs, and projects in marketing materials.
  • Hire, supervise, and mentor the Summer Graphic Designer and part-time Graphic Designer.
  • Research and develop creative strategies for marketing and communications campaigns, with understanding of target audiences, key messages and Lac La Biche County's Strategic Plan. Review communications plans and provide feedback on proposed tactics. Prepare and present concepts to internal stakeholders.
  • Develop marketing materials (i.e. posters, banners, brochures, flyers, etc.) in line with the County's brand. Ensure that all marketing visually aligns with the County's brand standards.
  • Develop content for Lac La Biche County's digital presence (social media, websites, internal digital screens, digital billboards) and provide information on best practices, as they relate to Lac La Biche County's brand online.
  • Prepare designs for final production, fulfilling key messages and ensuring that the medium aligns with the communications and marketing strategies. Work with print companies to ensure that specifications are met.
  • Use advanced technical graphic design software (i.e. Adobe InDesign, Illustrator, Photoshop). Create marketing materials with advanced Adobe features, such as master pages, vectors, linking, data merges, importing/exporting colour palettes, creating templates, and creating fillable forms.
  • Performs other duties as assigned by the Communications Manager.

Collaboration with Stakeholders:

  • Meet with other departments to determine which marketing tactics will best reach their target audience and establish how to visually highlight key messages.
  • Work with external stakeholders for advertising and promotional purposes.
  • Coordinate with external resources for outsourced projects, such as requesting quotes, timelines, etc.
  • Manage the department's photo database. Coordinate with local photographers to develop a strong bank of resources for future projects.


  • Rewrite program text and ensure that all copy is written in plain language.
  • Approve the use of the Lac La Biche County logo on promotional items or third-party publications.
  • Brief colleagues on Adobe Suite updates and provide training when necessary.
  • Maintain technical knowledge by attending workshops, reviewing professional publications, online tutorials, etc.
  • Create templates to help manage information/allow staff to update documents themselves.
  • Assist with troubleshooting technical issues as they arise, especially related to the printer, plotter, and other tools for creating printed documents.


  • An undergraduate degree in fine arts or a related field is preferred. A diploma in a related field of study such as visual communications or graphic design is required.
  • Minimum 2 years of experience directly related to applied Graphic Design.
  • Understanding of branding, concept development, advertising, and target marketing.
  • Advanced knowledge of typography, layout and colour principles and strong attention to detail.
  • Software Requirements: Advanced technical education in and applied knowledge of recent versions of Adobe Creative Cloud, primarily InDesign, Illustrator, and Photoshop. Willingness to learn new versions of the Creative Cloud suite as updates are made.
  • In-depth knowledge of the Microsoft Suite (especially Word, Publisher, and Excel) is required to create a variety of templates. Knowledge of advanced PDF readers (such as Adobe Acrobat Pro and Foxit PhantomPDF) is required.
  • Knowledge of MuniSight or other municipal mapping software is an asset.
  • Understanding of photography, including composition, lighting, technical knowledge of manual camera settings, and more.
  • Understanding of file formats, colour modes (RGB, CMYK, Pantone) and printing process required.
  • Valid Class 5 driver's license.
  • Must submit a Driver's Abstract, Criminal Record Check, and Medical Assessment that meets the satisfaction of the County
