RESPONSIBILITIES:

  • Working closely with the CIO and technology sector management team, participates in the annual budgeting process. This includes forecasting, scenario modeling, and shortfall mitigation analysis on a total sector budget of over $8 million dollars
  • Maintains all budget-related information for internal review, reporting, and verification of accuracy
  • Compiles and reports on financial obligations for supplier invoices, and prepares a billing reconciliation report including invoice dispute documentation for all invoices processed through the Sector as required
  • Prepares monthly budget reconciliation, develops forecasts, identifies existing or potential fiscal performance gaps, and works with Sector management to formulate appropriate actions
  • Tracks in detail all campus technology maintenance contracts and ensures timely and accurate renewals, reviewing technical details and performance requirements with the resident experts
  • Assists external auditors during their annual review of the technology sector operations and expenditures
  • Arranges technology governance meetings, prepares presentation materials, records decisions, and communicates them to affected parties
  • Assists the CIO, technology sector management team, and project managers with preparation of project proposals that include cost-benefit analyses, results from feasibility studies, and a high-level project schedule.
  • Establishes and tracks charges for departmental projects and initiates any charge backs to other departments as required
  • Ensures that project control documents are issued by project managers on a timely basis
  • Assists project managers in creating and maintaining the documentation library for each major project
  • Directly controls the CIO budget and expenses
  • Works with the CIO to build out communication strategies and plans for issues involving institution wide technology changes
  • Works closely with the CIO, IT security, Service Desk, and TSC when cyber security incidents arise, ensuring protocols are being followed, and confidentiality is maintained
  • Attends critical meetings to record minutes, prepare minutes in final form, and distribute them appropriately
  • Gathers and Inputs data for established data bases, spreadsheets, and other computer-based files
  • Assists the CIO with the development and maintenance of information technology related policies for the University
  • Edits and formats policy and procedure documents as well as the related guidelines and standards associated with those policies
  • Works with the CIO to formalize communications/training strategy and plans for institutional policy deployment and implementation, including changes to standards and guidelines
  • Applies expertise with information technology contracts in assisting the management team with their negotiations, ensuring that our standard technology-related clauses, terms and conditions are present
  • Other duties as assigned

QUALIFICATIONS:

  • Undergraduate degree in administration or a related technical field, or a college diploma with significant experience in a related field, including accounting courses
  • Must be trained and experienced with contract law (including privacy law), managing technology contracts, and the legal terms and conditions critical to information technology contracts within the technology sector as a whole
  • Trained and experienced in IT project co-ordination
  • Experience with IT industry standard policies and procedures
  • Solid understanding of technology across many domains including, but not limited to telecom, network, enterprise systems, server, databases, service desk, academic technologies, and cyber security
  • Solid understanding of accounting practices
  • Has a high degree of business plus technical versatility as well as broad industry knowledge
  • Must hold or be working towards basic PMI certification
  • Basic understanding of ITIL Foundation concepts
  • the set of practices for IT service management (ITSM) that focuses on aligning IT services with the needs of business
  • 5+ years of related industry experience (identified under ?special training' above), preferably in a post-secondary educational environment
  • Office or department management (5 years)
  • Administration of technology services department or technology service related business (3 years)
  • Direct information technology contract management (3 years)
  • Fiscal management and control; accounts payable processing; invoice management (3 years)
  • Documentation control (3 years)
  • Design and management of administrative workflow processes (3 years)
  • Minute taking (2 years)
  • Front-line customer service (1 year) preferably in technology services
  • Experience managing and coordinating personal and departmental work and commitments
  • Strong knowledge of accounting fundamentals
  • Strong knowledge of contract law
  • specifically in the technology realm
  • Excellent verbal and written communication skills
  • Familiarity with project management software (e.g., Project, Primavera, @Task)
  • Advanced facility with office productivity software (e.g., Word, Excel, PowerPoint)
