The Finance Business Advisor (FBA) is a strategic finance partner within the College of Medicine. The FBA is a value-added partner, delivering effective service to the college with priorities driven by its departments and units. The FBA provides financial support to and works with unit leaders to develop and implement solutions that achieve the unit's priorities and outcomes. The FBA is responsible for directing and planning the detailed budget process across the college. The FBA provides financial leadership to the college's units relating to budget policy, authorization of operating budget resources, and on-going budget analysis, monitoring, and reporting.
NATURE OF WORK
Reporting to the Director of Finance and Operations, the FBA ensures appropriate management and optimal execution of financial strategies, frameworks, policies and procedures within the unit including financial analysis, financial management reporting, budgeting and controls, and cost management. The FBA provides effective integrated financial strategies and initiatives that support the college's unique objectives and operational requirements. The FBA assists unit leaders with various financial activities while maintaining a strong connection to Central Financial Services and finance strategic business advisors (SBAs) on campus. The FBA demonstrates a combination of strong university acumen and financial functional knowledge to guide the development of financial plans and strategies. The FBA supports the delivery of unit activities and processes while contributing to the strategic and operational development of financial services across the college and University.
The FBA addresses complex financial matters, applying comprehensive financial management skills and offering exceptional client service, often during periods of change, high work volumes, and stringent deadlines. The FBA facilitates and assists with auditing, reporting, and accounting requirements for the unit, and ensures compliance with ethics, accounting standards and university policies and procedures. In providing various financial services, the FBA exercises discretion and judgment in maintaining confidential information, and applies sound practices with a consistent, proactive and collaborative approach.
- Ensures that exposure to risk and liability is mitigated by ensuring compliance with relevant legislation, accounting standards, agreements, and university and unit policies and procedures.
- Provides strategic oversight and support for all budgeting, financial planning and analysis processes to support the unique financial circumstances of the unit.
- Supports financial decisions in the college, analyzing and understanding the impacts of these decisions, and advises on progressive strategies that align with the financial strategies and goals.
- Provides valuable financial insight and timely and accurate reporting for all areas of responsibility.
- Provides solutions that will improve financial procedures and processes within the college.
- Contributes to the financial strategy development, implementation, and monitoring within the college.
- Monitors funding and revenue sources, determines how financial resources are utilized, and identifies opportunities that achieve greater effectiveness of operations.
- Monitors financial progress on approved projects and initiatives, ensuring funds are expended and reported in an appropriate and timely manner to relevant stakeholders.
- Produces reports and prepares financial statements for the college and its units to review with appropriate stakeholders.
- Presents and conveys accurate information and data to ensure financially viable and sustainable decision-making and problem-solving.
- Executes on non-routine, complex financial transactions within the college, including those for goods and services, and works with central office colleagues and service center partners.
- Supports the financial operations in multiple clinical departments with accountabilities to provincial heads with joint academic and clinical responsibilities.
- Establishes and maintains strong working relationships with all key stakeholders, including leaders from assigned units, central office colleagues, and service centre partners.
- Ensures effective internal controls are in place for financial transactions.
- Supports a high-performance culture by developing and supporting an environment of empowerment, team building, and leadership support.
- Supports unit employees by providing guidance and assistance with professional development opportunities and competency development in areas such as problem solving, discipline, and change management to assist the unit in meeting its strategic goals.
A relevant university degree, preferably in Commerce, Business, Accounting or related field, along with at least five (5) years of experience in general accounting, financial management and budgeting, and financial planning and analysis. A professional accounting designation is considered an asset. Must have experience working in a diverse and inclusive environment. Proficient computer skills, including Microsoft Office applications and a high level of attention to detail are required. Demonstrated knowledge of accepted accounting rules, practices, tax laws, and reporting requirements.
Must possess knowledge and understanding of issues (including cultural, socio-economic and other factors) affecting Indigenous peoples, and an awareness that Indigenous engagement is a strategic priority at the University of Saskatchewan. Must remain current within the finance field, including changes to rules, practices, and laws. The ability to influence outcomes and provide guidance to business decisions, and excellent analytical skills, problem solving skills, and communication skills including writing, verbal and presentation are required. The ability to work collaboratively, build relationships with internal and external partners, and manage multiple demands to meet deadlines. An equivalent combination of education and related experience may be considered.
