Main Purpose and Function

The Public Engagement Specialist provides expert advice, plans, designs and/or delivers a variety of public engagement programs and/or coordinates one or more highly sensitive engagement projects of longer duration involving contentious issues and complex strategies, with emphasis on the Vancouver Park Board's work with the Community Centre Associations (CCAs) within the context of the Joint Operating Agreement between the Park Board and the CCAs. The incumbent provides public engagement counsel to Park Board project managers and agencies; develops and coordinates engagement activities and programs and oversees implementation; establishes and maintains liaison with a wide variety of internal and external contacts; may plan, assign and supervise the work of one or more interns or contractors. An incumbent exercises considerable independence of judgement and action in the work. Work performance is evaluated in terms of the effectiveness of public engagement programs and services provided.

Specific Duties/Responsibilities

Strategic city-wide services:

  • Collaborates with the Manager of Planning, Policy & Environmentm Recreation Services managers, and others in developing and maintaining critical relationships with Community Centre Associations, as well as with local and neighbourhood nonprofit groups.
  • Develops policy and guidelines related to the use of engagement tools such as surveys, social media, etc., in order to shape a consistent practice across all divisions
  • Facilitates internal communities of practice across the organization to evaluate current practices and share learning
  • networks will foster reflexivity and build capacity
  • Gathers metrics and manage the progression of engagement. Progressively track public feedback themes and trends beyond the reach of each individual project in order to facilitate the effective contribution of public input toward the Park Board's Corporate priorities and to monitor resident and business attitudes over time; track effectiveness of engagement practice
  • Builds a base of cooperative engagement across the city and leverage opportunities for synergies with other public institutions, private industry, community groups, organizations, engagement practitioners, etc.
  • Administers engagement resources such as engagement toolkits, checklists for tactic use, consultancy references, contacts database, public event displays/kiosks, equipment for gathering input like ipads, etc that can be shared among different divisions. Maintains a strong relationship with City of Vancouver Corporate Communications

Project advisory/support services:

  • Advises Park Board staff in public engagement process design to help set goals and objectives, and bring clarity to the purpose of engagement early on in order to create appropriate expectations, to provide solid direction, and to anchor evaluation at the end of process. Liaises with all division project managers as well as Corporate Communications (City of Vancouver) to identify potential overlaps between different engagement processes and help coordinate processes across the Corporation; leverage tools used/developed for more than one project
  • Identifies appropriate tools and tactics that will help the Park Board staff meet engagement objectives, providing criteria for selecting tools, and mechanisms for evaluating the effectiveness of the tools; maintaining a toolkit that is reflective of new current and new approaches
  • Works with Planning, Policy & Environment Manager and Recreation Services managers to ensure target audience outreach is relevant, and clarity of key messages in materials. Identifies type of outreach (broad or focused) and needs for translation and/or multi-lingual communications
  • Provides expertise, including survey/ questionnaire development, statistical analysis, methodology review and analysis
  • Provides professional services for the delivery of specific engagement tactics related to the design and execution of large public events and workshops/charettes, as well as coordination of online tools such as forums, surveys, voting platforms, etc. This includes process design/consultation objectives and outcomes; coordinating logistics such as booking venue, speakers, food, supplies, graphic design, outreach; choreographing event; coordinating the production of videos or podcasts; programming online tools; moderating online tool use; leading report back of event outcomes, including input analysis, graphics and web presence
  • Advises, trains, provides facilitation services and/or technically set up and/or manage/monitor online platforms designed for engagement purposes (social media, crowdsourcing, forums, surveys, games)
  • Other duties/responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

  • University graduation with a degree in communications or related discipline, plus considerable related experience; OR an equivalent combination of training and experience.
  • Considerable, multi-year experience working with non-profit groups and their boards preferred.

Knowledge, Skills and Abilities:

  • Thorough knowledge in developing and executing public and stakeholder engagement processes
  • Thorough knowledge of the principles, practices and techniques relating to public relations, advertising and educational programs, especially as it relates to governmental agencies and organizations.
  • Thorough knowledge of the relationship between Community Centre Associations, the Vancouver Park Board, and the City of Vancouver preferred.
  • Working knowledge of municipal, board and community planning processes and the social, economic and regulatory environment in which the Park Board operates.
  • Considerable knowledge in a wide range of engagement tactics, including facilitation experience
  • Considerable knowledge in the use of social media and innovative, online engagement tools
  • Considerable knowledge in a wide range of environmental sustainability issues
  • Ability to prepare and maintain reports, presentations, correspondence and other related materials.
  • Ability to communicate effectively orally and in writing with a wide variety of internal and external contacts.
  • Ability to plan, develop, coordinate, implement and evaluate promotional, educational and public relations strategies, programs, and events.
  • Ability to establish and maintain positive relationships with internal clients and external partners and excel at client service
  • Ability to work independently as well as part of inter-disciplinary work teams, to multi-task, and to work within defined timelines is essential as are initiative and enthusiasm for public engagement
  • Strong computer and graphics knowledge with MS Word, Excel, PowerPoint, Adobe Illustrator, Adobe Photoshop, web page editing, or equivalent computer applications
  • Experience working with multicultural communities or cultural connections would be an asset
