Job Description

Our clients at the Toronto Transit Commission (TTC) are looking for an* RFP Writer* to develop various Request for Proposals (RFPs)/RFIs for the SAP Program. The focus will be on business scope, ITS scope including Hardware, Software, and services including procurement of SAP enterprise software for both the cloud and on-premise technology.

The Toronto Transit Commission (TTC) have a roadmap to implement SAP to:

  • Replace their legacy business processes and systems as part of a corporate modernization strategy that has been highlighted in the 5-year Corporate Plan.
  • Modernize through the digitization of TTC back-office processes supported by the implementation of SAP technology.

The RFP Writer is responsible for:

  • Authoring documents known as Requests for Proposal or RFP/Request for Information (RFI) and others; these request documents will be sent out to vendors so that they can bid on the proposals;
  • Educating the TTC team on the RFP sections to support team members not familiar with developing RFP's;
  • Researching the requirements for the bid (where required), writing the RFP document and draft SOW, hardware and/or software agreement to be included in the RFP;
  • Reviewing and assessing the scope of work/specifications and requirements (e.g., budget/project approval, estimate, schedule, technical details, etc.),
  • Preparing competitive tender/proposals for goods and services, developing evaluation criteria for proposals, evaluations of commercial submissions, and recommendations for contract awards.
  • Preparing and issuing contract documents for the procurement of goods and services, standard letters, purchase orders, and procurement tender/proposal documents.
  • Reviewing the scope of work, specifications, and requirements to ensure that prerequisites have been provided (e.g., estimate, schedule, technical details, business requirements, etc.).
  • Working with project teams and collaborating with legal to include appropriate terms and conditions adhering to TTC guidelines.
  • Assisting with proposal evaluations and contract negotiation and administration activities.
  • Facilitating and managing the end to end procurement process to issue the RFP.

Qualifications

  • University Degree or College Diploma in Business or a related discipline, or a combination of education, training, and experience deemed to be equivalent combined with progressively responsible experience in a hybrid or complex procurement and/or supply organization.
  • Must demonstrate experience (detailed in resume) relevant to the scope of work and responsibilities.
  • Minimum submission requirement of three (3) years of relevant experience.
  • Five (5) years of demonstrated relevant experience is preferred.
  • Proven experience in authoring RFP's for complex Enterprise procurement of software, hardware, and implementation services. Preference will be given to SAP RFP authoring experience.
  • Industry designation (e.g. SCMP, CSCP, or CIPS, etc.) is an asset.
