The Opportunity

Barrie Fire and Emergency Service (BFES) is a team of dedicated professionals delivering a vast array of emergency services to the citizens, business and visitors to Barrie. Originally organized in 1844, BFES has become one of the most respected fire services in Ontario, providing high-level service in: fire inspection/code enforcement, fire protection, technical rescue, training, communications, origin and cause investigations, and emergency management planning.

Barrie Fire and Emergency Service operates a full time Dispatch Centre, which serves 21 municipalities in Simcoe, Grey and Dufferin Counties, the District of Muskoka and the City of Markham, 24/7 365 days per year. Barrie Fire's Communications Center is a well-equipped and innovative fire dispatch centre that enjoys positive labour relations and strong support from Senior Administration. Reporting to the Deputy Fire Chief Manager of Communications, Fire Prevention and Public Education, the Assistant Deputy Chief of Communications leads the operational and emergency communication systems, data management, and customer relations for the Dispatch Center. This position has 16 full time staff and 4 part time staff to oversee in a fast-paced environment.

Education (degree/diploma/certifications)

Two (2) year College Diploma in Business Administration or other related field

Completion of Certificate or Fire Science Certificate

Completion of Emergency Number Professional designation

Completion of NFPA 1061 certification


Five (5) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience


Thorough knowledge of the following principles and standards: Operations, services and activities of emergency communications programs relevant to the BFES communication center - Symposium CAD, RMS (currently Firehouse) and Motorola radio systems; Principles of supervision, training and performance evaluation; Rules, regulations and procedures relating to fire radio communications-telephone procedures and dispatching; Proper operation and care of radio, computer and telephone equipment; Principles of budget preparation and control; Have the ability to produce data and dashboard reporting as required by other staff

Demonstrated Ability to:

Manage the operation of a communication center, including systems, equipment and personnel; Supervise, direct and coordinate the work of communications staff;

Select, supervise, train and evaluate staff;

Maintain accurate records;

Operate a variety of office equipment including computers and applicable software applications;

Prepare clear and concise reports; o Determine dispatch priorities during peak work loads and dispatch appropriate personnel and equipment using judgment in the application of policies, rules regulations and standard operating procedures;

Work rapidly under stress and exercise good judgment in emergency situations;

Make quick decisions in directing shift personnel in handling non-routine situations; Understand and carry out oral and written instructions;

Communicate clearly and concisely, both orally and in writing;

Establish and maintain effective relationships with those contacted in the course of work.

Intermediate skills include: Collaboration; Customer Service; Leadership; Organizational; Prioritization; Process Mapping; Project Management; Teamwork; Verbal Communication; Written Communication

Advanced computer literacy using the following systems and software: Computer Aided Dispatch System (Symposium), Motorola radio systems, Records Management System (Firehouse) , Phone system (Avaya), NG 911

Availability to work outside of schedule work hours to perform standby, overtime, or emergency response duties

Other Important Information

Location: Station #1, 155 Dunlop Street West, Barrie, Ontario

(*Please note that some positions are currently working remotely due to the pandemic restrictions. The City is currently working on a post COVID-19 Workforce Strategy to be launched in early 2022.)

Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.

Wage: This a permanent full-time non-union position with the following 2022 pay: $165,083 per year
