The School of Biomedical Engineering is a partnership between the Faculties of Medicine and Applied Science. The School is a nucleus for education and training, research, and innovation in biomedical engineering; creating new knowledge, new academic and training programs, and fostering translation and innovation. The School is currently responsible for 350+ undergraduate students, 140+ graduate students and 30+ faculty. Over time, the School will be responsible for as many as 400+ undergraduate students, 200+ graduate students and 40+ faculty.
The position provides strategic human resource leadership and guidance to the School Director the Director, Strategic Planning and Operations, senior faculty leadership and other staff Managers within the SBME. The HR Manager provides human resource advice in areas such as strategic planning, employee relations, compensation, recruitment and retention, performance management and policy and procedure development. This position also provides guidance on the development of a range of HR initiatives along with leadership, guidance, and coaching on all matters related to human resource policies, and collective agreement/handbook interpretation for M&P, TRA, CUPE 2278 and 2950 and on the collective agreement for faculty who are part of the bargaining unit.
The Senior HR Manager is engaged in the continuous identification of the needs of the School's faculty, staff and students and advocates for improvements in policies, or other aspects that affect their wellbeing and work. In this role, the Senior HR Manager interacts with and builds strong ties with senior academic and administrative staff across UBC including at partner departments and Dean, VP and President Offices.
In addition, the incumbent will establish and maintain strong relationships with human resources personnel in Faculties of Applied Science, Medicine and Science and UBC central Human Resources.
Reports to the Director, Strategic Planning & Operation. Liaises with the SBME leadership team and administration and research staff. Meets regularly with Director, Strategic Planning & Operation to exchange information and works collaboratively on projects and specifics goals. Interacts with School Director, faculty members, and all levels of staff within the SBME. The Senior HR Manager provides direction and training to the School's staff members in human resources matters and oversees the work of staff who provide HR assistance. Regularly liaises with UBC staff outside the School such as central Human Resources, Faculty Relations, Financial Services, Faculty of Medicine Dean's Office, Faculty of Applied Science Dean's Office, and Faculty of Science Dean's Office. Also liaises with external organizations, including academic and health care institutions.
Responsible for the overall human resource management function for the School and provides leadership and guidance in the development and implementation of strategic human resource planning, initiatives, programs and practice.
Works collaboratively with the Director, Strategic Planning & Operations by implementing the School strategic plans, goals and objectives for Human Resources.
Provides human resources advice directly to the School Director and the Director, Strategic Planning & Operations and the senior leadership and management teams.
Provides expertise and guidance on all human resources related matters, such as policy, leadership, recruitment and retention, compensation/classification matters, performance management, staff development and training, discipline, termination, and collective agreement/handbook interpretation for M&P, TRA, CUPE 2278 and 2950.
Develops and oversees human resources programs and initiatives and responsible for continued improvements/updates to internal processes and systems to support these activities in an effective and efficient manner.
Ensures compliance with collective agreements and UBC practices, collaborates with Central Human Resources as appropriate.
Provides advice and assistance to faculty and staff supervisors in evaluating work performance. Works directly with staff and supervisors as required to develop action plans to correct performance matters.
Provides coaching and counsel to management on employee relations issues, such as leave management, discipline and performance issues up to and including termination of unionized and non-unionized staff, in consultation/collaboration with UBC Central Human Resources.
Oversees the recruitment process including immigration, and appointment of all faculty members in the School, including working with Centres, Institutes, recruitment partners, etc. to ensure that required procedures have been followed and that applicants invited for interviews are provided with information for them to make an informed decision if offered a position.
Oversees the recruiting process for staff, ensuring requirements of the collective agreements are met and that equity policies are followed; advises and facilitates search teams in employee recruitment and hiring processes, participating directly where appropriate.
Provides advice on and oversees the reappointment, promotion and tenure processes for the School's core and joint faculty, in collaboration with Faculty Affairs HR in the Faculties of Applied Science, Medicine and Science.
Oversees activities concerning faculty appointment, re-appointment, promotion and tenure committee meetings, in collaboration with Faculty Affairs HR in the Faculties of Applied Science, Medicine and Science.
Provides advice on the School's organizational development that addresses workforce development, employee retention, and organizational design and change management.
Works directly with the Director, Strategic Planning & Operations and other finance leads on all financial recruitment requirements, including salaries, benefit costs, start-up funds, housing costs, etc.
Oversees the management of staff records, payroll, and employee information. Ensure compliance with the Freedom of Information/ Protection of Privacy legislation
Protects the integrity and confidentiality of the School's personnel records and systems.
Develops an employee orientation program, new hire follow-up program and employee exit interview process for faculty and staff.
Promotes a collaborative work environment and ensures that regular social activities and recognition events are planned that contribute to staff team building and morale.
Develops and manages professional development sessions for faculty and staff on HR topics.
Oversees all staff annual increases and makes appropriate recommendations where necessary.
Participates in School meetings and sits on appropriate committees, such as the Appointment, Reappointment, Tenure and Promotion Committee, Faculty Mentorship Committee, the Senior Staff Committee and monthly Faculty Meeting.
Participates in University and Faculties of Applied Science, Medicine and Science working groups and committees concerning HR policies and procedures.
Leads the response to disciplinary issues and grievances on behalf of the School.
Oversees the dissemination of human resources information to the School.
Provides guidance and mentorship to the Assistant Manager, Human Resources (M&P, Level A) and HR Coordinators (CUPE 2950).
Ensures the workplace meets UBC standards for occupational safety.
Coordinates HR related freedom of information requests.
Performs other responsibilities as required.
Consequence of Error/Judgement
This position works with a high degree of independence and responsibility. Exercises considerable judgment initiating and carrying through activities important to the functioning of the School in the absence of established policies, procedures and guidelines. Inappropriate, untimely, or inadequate actions concerning formal reviews along career paths of faculty and staff members, and regarding labour relations, may significantly compromise the School's and University's ability to recruit and retain individuals and could result in grievances or other formal proceedings against the School and the University. The role has access to a significant number of highly confidential, personal and sensitive records concerning faculty, staff, HR and financial strategies and plans. Erroneous, inappropriate or unethical disclosure or use of this information may significantly compromise the School's strategic objectives, critical funding opportunities, relationships and reputation, and can cause embarrassment to the School Director, the Deans and the University.
The School Director provides functional oversight, and the Director, Strategic Planning & Operation provides general direction. The Senior HR Manager works independently within UBC, Faculty of Applied Science, Faculty of Medicine and the School policies, procedures, objectives and goals, exercising substantial discretionary judgment and tact. Expected to work under limited supervision and exercise considerable judgment and initiative in duties and responsibilities.
The Senior HR Manager provides management and is responsible for the overall performance of Human Resources Coordinators (CUPE 2950 staff), and the Assistant Manager, Human Resources (M&P, Level A). May manage work-study students and/or temporary staff as required.
Undergraduate degree in a relevant discipline. Minimum of three years of related experience or the equivalent combination of education and experience.
Experience in human resources advisory or generalist service is essential. Post-secondary Degree/Diploma in Human Resources Management preferred. A CPHR designation would be considered an asset. Knowledge of and experience with human resources management, related laws and regulations and the ability to communicate and explain complex information to diverse individuals and groups is required. Demonstrated knowledge of University policies, procedures, governance and administrative systems. Demonstrated ability to supervise, train and motivate staff. Demonstrated experience in fostering positive, productive working relationships with internal and external stakeholders. Must possess a consultative and collaborative management style and be able to develop trust and respect within a professional environment. Ability to think strategically and implement actions to move projects/issues forward. Exceptional interpersonal and effective communication skills including the ability to listen, coach and advise, manage conflict between others. Proven ability to exercise judgment, tact, discretion, and diplomacy. Proven experience in exercising insightful analysis, strategic thinking, and effective problem-solving and organizational skills. Demonstrated proficiency in working with the UBC's human resource and administrative systems would be an asset, including WorkDay. Experience in the public or educational sector is an asset. Ability to lead and motivate a team, providing mentorship and feedback. Ability to work both independently and in a team environment and to work under pressure to meet deadlines. Ability to contribute creatively, resourcefully and effectively within a strong operational team. Ability to identify and solve problems, especially those not contemplated under existing procedures.
