The Operations and Community Services Manager manages the business activities of the Ministry Unit including financial, personnel, administrative, IT and property issues.


  • 40 Hours/week; Mon-Fri, 8:00 AM to 4:30 PM


  • Oversee financial functions of the Ministry Unit; Serves actively as a key member of the senior management team for the Ministry Unit
  • Work with the management team in the preparation of an operating budget and monitor financial performance accordingly
  • Analyze statistical and financial reports
  • Authorize expenditures and/or payment authority in the purchase of goods and services
  • Review, approve and analyze financial statements and financial results
  • Review Thrift Store sales reports and supporting documentation
  • Create, track, analyze, and report on financial results and thrift store sales analyses
  • Approve, code, and submit accounts payable invoices
  • Ensure payroll time entry as per TSA Payroll Calendar
  • Reimburse approved petty cash purchases, count, and reconcile the petty cash fund monthly
  • Maintain and approve/order office supplies and other department-specific supplies for all locations
  • Participates in strategic planning for the Ministry Unit
  • Under the direction of Divisional Headquarters and Corps Officer(s), works with each manager/supervisor in relation to management of personnel in accordance with Territorial standards: investigates and acts on incident reports, deals with complaints, facilitates recruitment, recognition, and disciplinary processes, and responds to complex inquiries both internal and external to the organization
  • Oversees and directly manages effective employee/labour relations practices
  • Oversee personnel and office management
  • Develop and submit government reports
  • Maintain accounting, document management, and database systems, test upgrades, evaluate system enhancement opportunities; take responsibility for oversight of all systems
  • Ensure all property is inspected and maintained in compliance with applicable legislation; Oversee appropriate building maintenance and security; May assist in lease agreement negotiations
  • Support the Family & Community Services Ministry with financial, personnel, marketing, communications and public relations guidance and reporting
  • May provide back-up support to and or assume functions for other program areas as needed
  • Performs other duties as assigned


  • The successful job applicant will have completed an Undergraduate University degree or Diploma

NOTE: An alternative level of education and experience may be acceptable

Minimum Prior related Experience

  • At least three years of prior related experience, including experience in a social service setting, supervision, budgeting, working with marginalized clientele, and a social services background.

The use of a personal vehicle is not required in the performance of duties.
